Required Parent Notifications
State and Federal Laws require that school districts notify parents/guardians of certain policies, protocols, etc. each year. Below are most required notifications with additional important information the North Syracuse Central School District.
Parents Notification Regarding Student Work and Photos
During the school year, your son or daughter may have the opportunity to have his/her photo taken, video image and voice recorded, and/or art and written work published in connection with a school district activity or program. Your child's photo (image), school work and/or name may be published in local newspapers, posted (displayed) on the district's internet site, or used by the requesting organization (local TV or print media) for programming, i.e., backup and their news stories. If you DO NOT want your child's picture, name or schoolwork to be used in newspaper articles, video, and/or district publications including our district's website, please inform your school principal in writing.
Parents' Bill of Rights for Data Privacy and Security
In accordance with the requirements of a new Section 2-d that was added to the New York Education Law in 2014, the North Syracuse Central School District provides the following Parents’ Bill of Rights with respect to maintaining the privacy and security of student data:
- A student's personally identifiable information cannot be sold or released for any commercial purposes;
- Parents have the right to inspect and review the complete contents of their child's education record;
- State and federal laws protect the confidentiality of personally identifiable information, and safeguards associated with industry standards and best practices, including but not limited to, encryption, firewalls, and password protection, must be in place when data is stored or transferred. Towards this end, the District has implemented the following safeguards to protect personally identifiable information about students, which is stored or transferred by the District, against unauthorized disclosure. All databases that have student information are protected by a secure password and login. Logins are monitored, and passwords are kept up-to-date.
- A complete list of all student data elements collected by the State shall be made available for public review online, and by mail, upon written request, when this list is provided by the State. PLEASE NOTE: The foregoing Parents’ Bill of Rights is neither complete nor final, as the District is awaiting further guidance (as specified by law) regarding implementation of Section 2-d, from New York’s Commissioner of Education and from a new “Chief Privacy Officer” who is to be appointed by the Commissioner. Accordingly, this Parents’ Bill of Rights is subject to revision and/or supplementation as needed to comply with the District’s obligations under the law.

Attendance & Reporting Your Child’s Absences
Regular classroom attendance is mandatory under the provision of the Education Law. According to Board of Education Policy 5100.1 on Comprehensive Attendance, children who turn 6 years of age during the school year are required to attend school at the start of classes in September. Also, students who turn 16 during a school year continue to be subject to the compulsory education laws through the end of that school year. The North Syracuse Central School District Board of Education strongly believes that daily classroom attendance is an important aspect of a student’s educational program.
The North Syracuse Central School District is proud of its 95% classroom attendance record, and believes that regular attendance helps to form good work habits, which will benefit students in their future.
Within the meaning of the Education Law, excused absences are for illness or injury, medical or dental emergencies, family emergencies, death or religious holidays. Upon returning to school students must present a written explanation relative to their absence, including the specific dates they were out, to their teacher or attendance office. State law requires a written note or e-mail to follow the phone call. If a written note/e-mail is not submitted, the absence will be considered unexcused.
Chronic truancy problems are reported to the Onondaga Family Court and the student may be adjudicated as a “Person in Need of Supervision” (PINS).
Promoting good health and wellness is one of the objectives of the North Syracuse Central School District and is fundamental to the achievement of all other objectives. School health services are an essential component of the total school program. Therefore, provisions for school health have become important for all students.
The health office’s main functions are to:
- Attend to the daily medical needs of students
- Complete medical screening of students’ vision and hearing
- Supervise athletic and school physical examinations
- Administer medication prescribed by a physician or dentist
- Maintain student medical records
- Attend to all accidents and emergencies
- Contact parents concerning student health problems
The school nurse is available to talk with parents regarding any health problems or to discuss community resources.
School Closing Information
In the event that it is necessary to close schools due to emergency situations or severe weather conditions, closing information will be posted on the district website and Facebook page and sent out through Twitter (@NSyracuse.com) and through School Messenger.
Local television and radio stations will be notified. It is recommended that residents watch one of the following television stations: WSYR-Channel 9, Time Warner Cable News 10, WTVH – Channel 5, or WSTM – Channel 3. These stations are the first to be notified of any closings or delays. Residents may also listen to WSYR (570AM) or WAER (88.3 FM).
In case of emergency where students are evacuated to a different location, the telephone numbers for the Main Office and Health Office of the school will be transferred to the Administration Offices where information will be provided to parents.
Early Dismissal Information
When weather conditions become severe, or in cases of other emergency situations, once students are in school, it may become necessary to close earlier than the regular dismissal time. If school is dismissed early or closed, all after school activities and programs are usually cancelled.
Early dismissal information will be posted on the district website and Facebook page and sent out through Twitter (@NSyracuse.com) and through School Messenger.

Please be sure to complete and update your child’s Emergency Form and update it when necessary. Your child’s school must know where your child should go in the event of an early dismissal.

Code of Conduct
The North Syracuse Central School District Board of Education is committed to providing a safe and orderly school environment where students may receive and district personnel may deliver quality educational services without disruption or interference. Responsible behavior by students, teachers, other district personnel, parents and other visitors is essential to achieving this goal.
The district has a long-standing set of expectations for conduct on school property and at school functions. These expectations are based on the principles of civility, mutual respect, citizenship, character, tolerance, honesty and integrity.
The Board recognizes the need to clearly define these expectations for acceptable conduct on school property and at school functions, to identify the possible consequences of unacceptable conduct, and to ensure that discipline, when necessary, is administered promptly and fairly. In addition, the district has the legal authority and reserves the right to discipline students for “off-campus conduct” (i.e., conduct that occurs off school property and not at school function) which endangers the safety, morals, health or welfare of others within the educational system or which adversely affects the educative process. The district also has the legal authority and reserves the right to discipline students for cyberbullying, and other off-campus speech that actually causes, or is reasonably forecast as being likely to cause, a material and substantial disruption to the work and/or discipline of the school.

Dignity for All Students Act
New York State’s Dignity for All Students Act (The Dignity Act) seeks to provide the State’s public elementary and secondary school students with a safe and supportive environment free from discrimination, intimidation, taunting, harassment, and bullying on school property, a school bus and/or at a school function.
The Dignity Act was signed into law on September 13, 2010 and took effect on July 1, 2012.
The North Syracuse Central School District is working to improve anti-bullying procedures and staff training, and ensuring that our schools are ready to meet the additional requirements of the NY Dignity for All Students Act. We are committed to providing an educational and working environment that promotes respect, dignity and equality for all students,staff and parents.
Our policies condemn and prohibit all forms of discrimination, such as harassment, hazing and bullying on school grounds, on school buses, at school bus pick-up sites, and at all school sponsored activities, programs and events. Family Education Rights and Privacy Act (FERPA) Notice
The Family Educational Rights and Privacy Act (“FERPA”) affords parents and students 18 years of age or older (“eligible students”) the following rights with respect to the students’ education records:
(i) To inspect and review the student’s education records within 45 days of receipt of a request for access.
Parents or eligible students should submit to the District Records Access Officer (the “RAO”) or building principal a written request identifying the records they wish to inspect. The parent or eligible student will be notified of the time and place where the records may be inspected.
(ii) To request amendment of the student’s education records that the parent or eligible student believes are inaccurate, misleading or otherwise in violation of the privacy of the student.
Challenges shall be submitted to the RAO or building principal in writing and shall (i) identify the part of the record believed to be inaccurate, misleading or otherwise in violation of the privacy of the student and (ii) provide the basis for such belief.
If the district determines not to amend the record, it will notify the parent or eligible student of the decision and advise of the right to a hearing regarding the request for amendment. Additional information regarding hearing procedures will be provided with the decision.
(iii) To provide written consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent.
Once such exception permits disclosure without consent to “school officials” with “legitimate educational interests.” A “school official” is a person employed by the District as an administrator, supervisor, instructor or support staff member; board of education members; individuals or companies with whom the District has contracted to perform special tasks; or parents, students or others serving on an official committee or assisting another school official in performing his or her tasks, within both the North Syracuse Central School District and Onondaga-Cortland-Madison BOCES. A “legitimate educational interest” exists when the official needs to review an education record in order to fulfill his or her school related responsibilities.
In addition, the District discloses education records, upon request, without consent, to officials of other schools, school systems, or institutions of postsecondary education in which a student seeks or intends to enroll, or is already enrolled, if the disclosure is for purposes related to the student’s enrollment or transfer.
(iv) To file a complaint with the US Department of Education concerning alleged failures by the District to comply with requirements of FERPA.

In addition to the rights outlined above, FERPA also permits the District to release, without prior consent, information that the District has designated as “directory information.”
Directory Information for each student includes: the students name; address; telephone number; date and place of birth; age; school currently attended; grade in school; participation in officially recognized activities and sports; weight and height of members of athletic teams; dates of attendance; degrees, honors, and awards received; and the most recent previous educational institution attended.
Students’ directory information shall be disclosed only when, in the judgment of authorized school officials, disclosure will serve a proper school purpose, including but not limited to listings in school publications, as for example:
• A playbill, showing students’ roles in a drama production;
• The annual yearbook;
• Honor roll or other recognition lists;
• Graduation programs; and
• Sports activity sheets, such as for wrestling, showing weight and height of team members.
Directory information also may be disclosed to members of the news media, to highlight students’ awards and achievements.
In addition, directory information may be disclosed to outside organizations if a proper school purpose will be served by such disclosure, as for example, disclosure to Parent-Teacher Organizations (PTOs), booster clubs, and other school-affiliated organizations that propose to use such directory information for school-related purposes.
Further, students’ directory information may also be disclosed to class ring vendors and/or yearbook photographers and/or publishers for use by such vendors for a proper school purpose.
Parents or eligible students objecting to release of some or all of this information without prior consent must annually notify the RAO or Principal in writing, identifying the types of directory information to be withheld from release.
In addition, Federal Law requires the district to provide secondary students’ names, addresses and telephone numbers to military recruiters upon request. Parents or students who do not want this information released to military recruiters, must notify the District in writing that you do not want these particular categories of directory information released to military recruiters, unless you notify the District in writing to withhold the information from release to any person, in which case it will not be released to military recruiters either. Such written notification from parents or eligible students for the 2014-2015 school year must be received by the RAO or Principal by the close of business on September 15, 2014. If we do not receive notification, we will be authorized to release this information without your consent, pending further written instructions from you.
Protection of Pupil Rights Act Notification
The Protection of Pupil Rights Amendment (“PPRA”) affords parents and students who are 18 years of age or older or emancipated minors (“eligible students”) certain rights with respect to the conduct of surveys, analyses, or evaluations that are funded in whole or in part by the United States Department of Education (“DOE”). These rights include:
(i) The right to consent before students are required to submit to a survey that is funded in whole or in part by a program of the DOE, which concerns one or more of the following protected areas (“protected information survey”):
1. Political affiliations or beliefs of the student or the student’s parent;
2. Mental or psychological problems of the student or the student’s family;
3. Sex behavior or attitudes;
4. Illegal, anti-social, self-incriminating, or demeaning behavior;
5. Critical appraisals of other individuals with whom respondents have close family relationships;
6. Legally recognized privileged or analogous relationships, such as lawyers, physicians, and ministers;
7. Religious practices, affiliations, or beliefs of the student or the student’s parent;
8. Income (other than that required by law to determine eligibility for participation in a program or for receiving financial assistance under such program).
(ii) The right of the parent and eligible student to receive notice and an opportunity to opt-out of:
1. Any other protected information survey, regardless of funding;
2. Activities involving the collection, disclosure, or use of personal information collected from students for the purpose of marketing or selling or otherwise providing that information to others for marketing or sales purposes; and
3. Any non-emergency, invasive physical examination or screening that is required as a condition of attendance, administered by the school and scheduled by the school in advance, and not necessary to protect the immediate health and safety of the student or of other students.
The right to receive notice and an opportunity to opt-out does not apply to the collection, disclosure or use of personal information collected from students for the exclusive purpose of developing, evaluating or providing educational products or services for, or to, students or educational institutions, such as the following: (i) college or other postsecondary education recruitment, or military recruitment; (ii) book clubs, magazines, and programs providing access to low-cost literary products; (iii) curriculum and instructional materials used by elementary and secondary students; (iv) tests and assessments used by elementary and secondary students to provide cognitive, evaluative, diagnostic, clinical, aptitude, or achievement information about students (or to generate other statistically useful data for the purpose of securing such tests and assessments) and the subsequent analysis and public release of the aggregate data from such tests and assessments; (v) the sale by students of products or services to raise funds for school-related or education-related activities; or (vi) student recognition programs.
In addition, the opportunity to opt-out of physical examinations and/or screenings does not apply to physical exams or screenings for hearing, vision, or scoliosis, or any other physical examinations or screenings that are permitted or required by State law without parental notification.
(iii) The right to inspect, upon request and before administration or use the following:
1. Protected information surveys of students;
2. Any survey created by a third party;
3. Instruments used to collect personal information from students for the purpose of marketing or selling that information; and
4. Instructional material used as part of the educational curriculum for the student.
Notification of Policies
The District has developed and adopted policies, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected information surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. The District’s Policy and Amplifying Guidelines and Instructions regarding the District’s compliance with the PPRA are available on the District’s website at: http://www.nscsd.org/files/filesystem/5432%2011-2013.pdf. Paper and/or electronic copies of these materials are available upon request by contacting: Connie A. The District shall include information, annually, to coincide with the start of the school year, in the District’s August Dispatch, or comparable mailing or bulletin, about the continuing availability of these materials online and upon request, as set forth above. If the District makes any substantive changes to the District’s PPRA Policy and/or Amplifying Guidelines and Instructions, the District shall provide an alert in a subsequent Dispatch, or comparable mailing or bulletin, about the changes and the availability of the revised PPRA Policy and/or Amplifying Guidelines and Instructions (as applicable) on the District’s website and by paper and/or electronic copies upon request.
Notification of Specific Events
The District will directly (e.g., by mail or e-mail) notify parents and eligible students, at least annually at the start of each school year, of the specific or approximate dates during the school year when the following specific activities, if known, pertaining to individual students and/or groups or classes of students are scheduled or expected to be scheduled. The District will provide parents the opportunity to opt out their child from participation, and will likewise afford eligible students the opportunity to personally opt out from participation in:
1. The collection, disclosure or use of personal information for marketing, sales or other distribution;
2. The administration of any protected information survey not funded in whole or in part by DOE; and
3. Any non-emergency, invasive physical examination or screening as described above.
Parents and eligible students who believe their rights have been violated may file a complaint with:

Notification of Special Education Referral and Evaluation Rights
Under State and Federal law, you have a right to refer your child to a multidisciplinary team called the Committee on Special Education or the Committee on Preschool Special Education if you suspect that your child has a disability. A referral is a written statement asking that the school district evaluate your child to determine if he or she needs special education services. The referral may result in a request to have your child tested to determine if he or she needs special education services.
